I saw that you were looking for writers and I immediately jumped on the register button.
Let's start this with a small presentation :
I am 23, French, and not a hardcore fan. I just really enjoy the games and was looking for some hints on how to mod Fallout 2 when I came across this little project of yours.
Writing is my thing, I know English is not my first language, but I guess it won't result in anything more than a few "awkward" phrases. As long as there is someone to read it once it's done, it should be ok, at least, most people tell me that my English is fine. I would really love to do something, even a single sidequest would be fine, as long as I can participate.
I would gladly take a test assignment.
Apart from writing, I won't be able to do anything I guess. I can't draw, compose music or program (unless knowing PHP is enough haha).
I should acquire a pretty decent microphone, so... I guess I could record something if you need a character with a really poor accent!
So, really, this would be more of a writer's application. I would love to discuss a bit in order to find what ideas you would like.
